Why is the winch mounted on an extended bumper?

Added by Luc Galloway on 14 February 2010.
Maybe it is part of the department or bodywork builders specification. Every world fire department fire engine had a little front extension to house the winch

Maybe a working platform for HGV RTCs ?

the bumper is standard the guard is to protect the winch and is fitted around the bumper and is easily removed if need be or its damaged
