Wayne Twp ( "Township" not "twip" ! ) is part of a County, in USA - State of Indiana, maybe ?

A little unusual to see a TLP with suction hoses.

The pumps were previously trailer pumps so the suction would be already with them. It could also be that if necessary a portable dam could be set up alongside and fed from several sources (still wartime thinking) but that is pure supposition.
