This is almost certainly Salvage 22 originally from Port Adelaide Fire Station. It originally carried a Curricle (wheeled) Ladder (escape). It was withdrawn in c.1964 refurbished and sent to S.A.Country, possibly Eudunda. The square doors cover compartments for Proto BA.

Dedicated ladder carriers for wheeled extension ladders were still in daily use in France until very recently, and a few may still be on reserve status.

Like this example, they tended no carry almost nothing else except the ladder - usually an 18 meter one - and a few loose items.
