Whitewall tires on appliances as well as cars were a feature of most French fire services between the twenties and sixties, at a time when they were very rare anywhere else in Europe. Apart from looking rather spiffy - as long as they were kept clean - they were also pretty distinctive, but I am not sure which was the reason for their popularity.
