I am assuming one of these is located at each of the three major command center fire stations which cover the metropolitan area, as these seem to be the locus of a variety of highly specialized vehicles and equipment.

Yes exactly 1 in each command zone, not directly stationed at their respective HQ's, rather on the outskirts where traffic accidents are more common.
