The leading unit looks Japanese. Can anyone identify it?

Yes, the leading unit is a japanese Morita firetruck. It was donated by the Japan Embassy in Argentina in 2021.

I think it looks like a Morita custom body on a Hino chassis, but I am not certain. Morita built a series of very unusual custom ladder trucks will very similar cabs, some of which are well illustrated on this site.

As well as loads of fire trucks of all types from all over Europe and North America, volunteer fire services in Argentina do have a large number of various appliances purchased from Japan.

An example of the remarkable Hino Morita ladder truck is to be seen in picture 2846 on this site.
