Yes almost, as you say each Departement SDIS are free to choose, i.e. Vehicles liveries and colors, Helmets, Gear colors, VSAV Ambulance shapes. Engines acronyms are at their best! I can't follow anymore, many years ago Paris FB BSPP always wanted to be different, but now seems like everyone want to be different and creative!
Interesting that the same is happening in Germany too. Now, if you look at a video of numerous different German fire companies responding to a major incident, you will see all kinds of paint schemes, stripes , chevrons and decals on their trucks, not to mention various shades of red - and a wide variety of sometimes extreme and very colorful uniforms and helmets. This has always been the situation in the US, where independent communities operate their fire departments very individually, but there was a time not long ago that German truck specifications, color schemes and firefighter uniforms were very much standardized.
To some degree the UK is also going in the same direction, especially when it comes to fire truck decoration, which is starting to move in the direction of red and yellow combinations too.
