Newport, Monmouthshire I assume, this is a former Leyland demonstrator apparently.

Does anybody know the registration mark? Oxx8??

Another rare example of a British appliance with whitewalls. Difficult to see if it had a main pump, so could it have possibly been only an escape ladder carrier with a first aid hose reel and water tank? These were quite common when this example was built….

According to the splendid "Leyland Fire Engines 1930 - 1942)" book produced by The Leyland Society it is DW 8380, an ex-demonstrator. It is an escape carrier with a Winn first aid pump only.

ED: ah yes DW8380. I can see it now.
