This unusual ladder is the successor to a manual 18 metre wheeled ladder of the type pictured in picture 44822. The city of Colmar had their older ladder on a Renault Galion chassis, and kept it in service long after these had disappeared from most French fire stations. I suspect the brigade found it to be uniquely useful in some of the city’s more ancient quarters, where it was not feasible to deploy a compact TL, so when it finally became impossible to continue with it, it was replaced by this updated 18 meter ladder design.

As far as I know, it is now a unique appliance, although Colmar may have been joined by some additional fire services with one or more other ladders like theirs.

Just an update, to add that there are a few of these 18 metre ladders still in use in various places, but they are now far from commonplace - as a lot of French pumpers now carry 15 meter light alloy ground ladders, and compact turntable ladders are a lot more common than they used to be.
