I am assuming this semi rigid black hose is a dedicated supply line for a firefighting robot. This does raise the question why. Currently operating robots seem to be quite satisfactorily supplied by existing everyday supply lines, with 65, 70, 75 and/or 110 mm hoses, which eliminate any apparent need for a giant reel of specialized hose like this example. Perhaps it is a “fireproof” hose for use at fires involving liquid spills and the like? The manufacturer’s website does not include any information.
