I think the German arrangement is historically based on the fact that when trams are derailed it is usually necessary to deploy a heavy crane to get them back on the rails, and German fire services have had a crane on call in most large towns and cities for many decades now. The idea of a dedicated tender like this, with specific attachments to connect to the tram cars, is also quite a long established practice. There are several videos of these being deployed together on YouTube.
