Unlike the UK, German full time fire services almost always also are the primary provider of EMS response, although other agencies also work alongside them - and are sometimes even co-located at fire stations. Among these are the Red Cross and St. John’s organizations. Most volunteer fire companies do not provide EMS response, however - but this is changing, especially in cities where some are adding ambulances and/ or first responder cars. Bear in mind that Germany is a federal system, so each Land has slightly different approaches.
Like most German full time fire brigades with EMS responsibilities, Berlin’s daily call outs are around 80% medical runs. This is also true for most French and US fire services which provide EMS services.
