Indeed the first equipment compartment is exactly where the crew cab doors would be if it were a pumper - or a rescue rig designed to carry a full crew! And the rest of the bodywork is exactly the same as a pumper, which is totally okay for a walk-around rather than a walk-in design like this. Except in a few large city brigades, the longstanding idea of having a full crew on an emergency/rescue tender has died out in the UK, and in many if not most European countries they were always designed as equipment carriers, not staffed by rescue specialists - but simply bringing extra and more comprehensive rescue gear to incidents.
In the Americas, Japan and several Middle and Far Eastern countries however the concept of having a crew of specialists on each rescue tender still prevails, and this is sometimes accomplished by having the rescue crew also staffing an extra pumper when needed.
