I think this is Wilsdon bodywork, certainly their next purchase was according to Clive Shearman's book on the brigade. But could easily be HCB.

No way to confirm it, but it does look exactly like an original Hampshire Car Bodies water tender….

Its got the look of local bodybuilder, Carmichael of Worcester.

I found a fleet list for Worcester City & County, its listed as a 1953 Bedford SB (usually used for Coach Chassis) with HCB Bodywork, it came with a Merryweather 45ft L.A.Ladder (usually referred to as a Gutbuster).

This is definitely HCB bodywork. It is is in Aiden Fisher's book on HCB. Looks like official HCB photo too.
