I should add that in France there are only two full time military fire services, one in Paris and the other in Marseilles. All of the remaining fire services are organized by geographic Department, and all of these are staffed by a combination of full time and unpaid volunteer firefighters, with volunteers accounting for more than 78% of their total strength. All operate EMS ambulances as well as fire and rescue units. With 250,000 personnel in total, the combined French forces are around five times as numerous as the total of UK fire brigades, with similar populations of some 60 million. Although of course the French numbers include around 50,000 individuals primarily involved in staffing EMS units, the numbers of fire stations, fire appliances and firefighting personnel are all much greater - thanks mainly to the almost 200,000 unpaid volunteers.
