Uncertain but probably self propelled railway vehicle belonging to the Army Fire Service and in use at the Central Ammunition Depot, a principal ammunition storage facility at Bramley, Hampshire. The site closed as an ammunition depot in 1987. Photo taken 1st March 1987.

What was the gauge? No sign of any transmission underneath.
