Dundee Riverside Airport had an ex RAF crash tender in this colour scheme it was later sold to Carlisle Airport in the late 70s , it did not last long before the transmission wound up and it became u/s .This may be the same vehicle.

Is this Foamite or Pyrene? Being ex RAF I suspect the latter.
