1992 Atherton Rd, Forest Gate, East London. This appliance was parked in this road near me for a year or two back then but I never got any details.
My guess is that is ex Hertfordshire.

With a D reg, should be 86/87

Its a suffix D not prefix D so vehicle was registered in 1966.
