This looks like the bodywork is by Carmichael, it carries a Walsall registration plate and was photographed at the Crich Tramway Museum, Derbyshire, England in 1998.
I didn't note any history of the vehicle and maybe a viewer can add some detail.

Thank you for your note as a result of the article you highlighted and a little research I can confirm the following:
The appliance is a Carmichael Redwing FT/6, and was on the run with Walsall Fire Brigade in the late 1960's and early 1970's it was designated as a Emergency/Rescue Tender and carried a crew of 2 along with emergency lighting equipment.
