These are very common, as many French towns are located on or near rivers or lakes. They are usually equipped to tow boat trailers.
All French fire service operational personnel are trained as rescue swimmers and many are qualified divers too, including a large proportion of the volunteer staff. These vans are designed so that a dive team can rig on the way to an incident and be all ready to intervene as soon as their van is on scene.

In the north-east of England the word plodge means to wade of paddle.

I was born and grew up in Darlington, so as a kid I have actually plodged on holiday at Whitby a few times. As far as I know, the origin of this lovely expression is Nordic, from the time our neck of the woods was Danish territory...
