This ancient Moorish city of 150,000 has a 63 man professional fire service, operating a five watch system - which is pretty much the norm in Spanish full-time fire departments. It is one of the few European countries which tend to have even less operational personnel on duty than the UK. They are able to manage this mainly - in my view - because false alarms are virtually non-existent and barely any AFA systems have been installed!
