Is this an ex Durham County Land Rover ?

The registration is certainly a durham number paul. However I dont recall Durham having any L4Ps with side mounted pumps (if any L4Ps at all). Im sure Brett or Ronny will know for sure.

I would suggest its been re-registered at some point over its life.

As Davy says, it is indeed a re-registration - it certainly wasn't a Durham brigade vehicle.
I did have a note of its origins, but they haven't made it top the computer.
Ron Henderson might come up with the vehicle that it was registered as prior to this.

I believe this to be WXE 267 a 1960 Series II Carmicheal, originally a two man truck cab, Ex Akzonobel (ICI), Loughborough restored by a member of Scottish Fire Vehicle Preservation Group recieving an age related plate which gives the Durham connection, although Durham County ran a number of SWB Series II & IIA the only long wheelbase was the ex Darlington, Road Accident Vehicle fitted with a Broom Wade Compressor having a full width mess grill requiring the headlights in the wings, when in 1965 they were mounted in the centre radiator panal.

The origins of this sound quite right Brett, and of course you're also quite tight about the ones that Durham County had, PUP 308 (Bishop), 16190 UP (Fencehouses), and 9260 UP (Consett) being such examples.

Darlington's LR with the compressor was an interesting - and perhaps unique - idea, but was actually used more often for the duty officer to respond to incidents of all kinds.
