This one is an ADK "Autodrehkran" (crane truck) on a Tatra 815. It was used by the fire departments of the bigger cities like Leipzig. It works with an performance of 28t.
Tatra is a heavy truck manufacturer in the Czech Republic. In the cold war era, they supplied trucks to various eastern bloc European countries, including quite a few tandem axle tankers, which were used by fire services in the DDR and Poland as well as Czechoslovakia, in addition to this crane chassis.
There are a few current model Tatra 6X6 heavy duty brush pumper-tankers in service in the US too, but I do not believe any have found their way to the UK.
