I don't think it's a makeover, but a different truck.
The small white 05634 (photographed in 2010) is a departmental inventory number; 7582 is 06677 (photographed in 2008). The first 2 digits are probably the year of purchase. Many N. American cities use a similar scheme to inventory city-owned vehicles.
Either Engine 210 has 2 similar trucks, or (more likely) 06677 was damaged or just reassigned, and 05634 put in its place. Also, that 210 sign is movable, so one of these trucks could just be a spare that was put in when the regular vehicle was in the maintenance shop.
I agree, it looks like a different truck. The cab has some added extras on the other photo and hasn't got some stuff that this one has. Plus there is a small cap at the bottom of this one but not on the other

And the Q siren is through the bumper, where the other one is mounted on top of the bumper on the left side.
That little cap on the bumper could be covering an electrical plug. Could be the truck has an AC generator. Or, the plug might be to send power into the truck while it's parked, to charge its batteries or even keep the oil warm in Quebec's COLD climate.
The little "plug" you speak of is a discharge for a small line, often call a "trash" line, which is used to fight garbage and sometimes car fires. Notice the small chain..this is used to keep the firemen from losing the cap once removed. Also judging by the cab configuration I would say this is either a Pierce or a Spartan cab.
