This Nissan Ambulance is used by the Japan fire department to transfer casualty's to hospital. Each fire station is equipped with an ambulance which is used by the paramedics.

Does the fire service run EMS in Japan and are the pumpers equipped with EMS kits?

Yes they do. Fire trucks do not normally carry EMS kits.
