When I was stationed in Sasebo, Japan, there were no response alarms for structure fires. Every station, 4 wholetime and 20 volunteer responded, regardless of the size. It was not uncommon to see 26-pumpers, 1-TTL, 1-ARP, 3-ambulances, 1-rescue pumper, 1-foam tender respond to a 3 bedroom house fire. The funny thing is that the wholetime firefighters would complain about all the volunteers responding; but who dispatched the volunteers? The wholetime firefighters.
