The Belgian government issued large numbers of these tankers on Saviem and Steyr rear wheel drive chassis. They were not designed for off-road firefighting operations, unlike the contemporary German TLF24 4X4 5000 liter tankers. Their purpose was to augment other units at urban structure fires in areas where hydrants were either few and far between or in areas where the available flows were deemed too low.
Of course, they were used in rural situations from time to time, but this was not their primary purpose. Because they had a 13 tonne rear axle, they could carry 8000 liters as compared to the 10 tonne rear axle on the German 4X4 units, which limited them to 5000 liters. The pump was a 2000 LPM Rosenbauer and the equipment which was carried was very limited. Almost every town in Belgium operated one of these at the time.
