Sorry i forget to mention that this RWC is operated by the Tokyo fire department, Japan. However this vehicle is being replaced by the newer Hino or Isuzu RWC

As indicated by the insignia at the shutter this RWC is operated by the Japan International Rescue Team (IRT).The IRT is a unit where they can respond immediately to overseas whenever disasters like earthquake strike at overseas.

Japanese rescue trucks are distinguished by adding one or more white stripes on the side, often a zigzag "lightning flash" like this TFD unit, or an arrow design.

Otherwise, they are all red, like every other fire service vehicle, including the roof, locker covers, bumpers and usually the grille and wheels too...

But ambulances, which are mainly operated by the fire service, are solid white - often with a red stripe below the windows.
