Tokyo Fire Department has over 200 volunteer fire companies as well as 80 larger full time fire stations.

Another example of the Worldwide practice of supporting even the largest and most urbanized cities with unpaid volunteer resources!

This is so commonplace outside the UK and a handful of other countries because it is so cost-effective....
