Often arriving in large numbers, they can sometimes access narrow streets and alleys which defeat the TFD's larger pumpers from their full time stations, and can get to work more quickly as a result.
Working with the full time firefighters, their primary role is to protect exposures and prevent conflagrations, which are a serious concern in Tokyo's densely-packed neighborhoods - where almost every structure is light wood construction.
Because there are more than 200 community volunteer stations and only just over 80 full time locations, they are actually quite often the first units to arrive on scene.
Their SOP is normally to place the portable pump right on top of a hydrant or underground water reservoir and run a single line for either exterior attack or to wash down exposures. The pump is I am told around 500 LPM, the vehicles seat four, and can be driven on a regular car license.
