True it is half ambulance. It is also fitted with a mini fire pump for initial fire attack. This photo shows the second generation. The first generation is fitted with side doors for casualty entry and firefighting unit at its rear.

Similar concept to the unique Paris BSPP PS, but it seems quite a bit smaller...

I haven't seen anything to indicate this approach has actually been taken up by any public fire departments in Japan, except for a handful of factory fire brigades.

It is the same story in France. The SDIS run separate dedicated fire and EMS units...
