Nice fat whitewalls! An inexpensive way of achieving a distinctive appearance without resorting to costly jazzy multi-colored paint schemes and/or reflective stripes and tape. Once very common throughout the USSR, whitewalls were also very popular on fire trucks in France for many years up to the 1960s.
