Eight of these high capacity foam pumpers are strategically positioned around the metro area, and are backed up as needed by pods with bulk foam tanks for the most serious incidents.

They respond most of the time to support around forty smaller multipurpose foam pumpers/water tenders, which are assigned to around half of the brigade's 80 principal full time fire stations.

Unlike many fire services, the rest of Tokyo's four hundred plus pumpers do not carry foam, and of course the vast majority of their pumpers do not have water tanks either.
