These have cropped up in one or two German cities, including Dresden, as well as Tehran, with a French Riffaud ladder.

If you have narrow streets and direct access to buildings which are not too high, it looks like a potentially useful concept. But these working conditions do not exist everywhere, and its seems most 18 meter ladders are on even more compact chassis, without pump, water tank or crew cabs....
