When I first seen this I thought it was from Manchester, where I last seen one like it.
I was able to chat very briefly with the driver, who told me he was on his way to Ireland from Southampton, to fill steam engines with water. This appliance is no longer owned by any local brigade

It's not ex GMFRS, the last foam tankers they operated were indeed ERF but 'P' reg with a nice shiny cylindrical tank. See photo #32556

Never has been owned by a brigade, home built

After a little digging, I have discovered that this was originally a molasses tanker before being purchased and converted by a private fire brigade, and has, therefore, never been operational for any local authority brigade.

..not quite a private fire brigade.. good old "Bells and Two Tones" -used for film and TV work, and filling the tenders of steam locos on railway Steam specials - I had to help direct this one to Evesham a few years ago to water Castle class 5043 Earl of Mount Edgcombe on a Vintage Trains special to Paddington, after the tanker driver got lost and missed the planned water stop between Birmingham & Worcester..The splendid number plate is a good clue!
