Most likely they were just doing an "open water" drill, or drafting as our US friends call it. This is the practice of using the pumps capacity to draw water from an open source in those situations when a hydrant supply isn't available. At a real incident it is wise to take the ladders off and place them on the ground in case they are needed, it's rather difficult to get them off once the appliances is backed up to the waters edge !!!
