This bears several similarities to a mid 1920s Seagrave. The radiator cap is similar to that of a Seagrave and the emblem on the radiator shell is shaped similar to the seagrave. The wheels on the engine are also like the ones Seagrave used.
However, the rear fenders are rounded, where the Seagrave was flat on top. The fire wall is also different from a Seagrave. Be interested to hear just who did manufacturer this engine.

This 1921 Stutz, Serial No. 138, was purchased new by the Indianapolis Fire Department (USA) and served at IFD Station 21. It has a Northern rotary gear 600 GPM pump. After retirement it was eventually acquired by a collector in Portland IN and later purchased by another collector. Then it had duals under the rear end. The dually axle was replaced with a original axle from under the Franklin IN's 1921 Stutz. Later it went to The Netherlands museum.
