What are the main roles for this Hazmat pump? Does it operate as a normal pump alongside its Hazmat duties? And what are its limitations?

Identical to Cheshire pumps

The appliance is a dedicated pump, however it carries less equipment than conventional water ladders - ie only one hose reel. The remainder of the space is used for Hazmat equipment, for example the rear cab can be transformed into a small office area with computers etc. It responds to all Hazmat incidents across Merseyside, however if it is already engaged at an incident as a Pump, a replacement appliance will be dispatched to the incident so it can proceed to the Hazmat call - hope this helps.

Seems like a strange idea, you'd think they'd just use a Transit type van for the HAZMAT role? I guess it comes down to lack of budget....
